This is largely due to the length of the spoke and it's contributions to the stiffness/flex vs spoke braking force. Whether the difference between a 27.5 wheel and a 29 wheel is in of itself enough to mean a real world differe, I don't think so.

Toget about the same on my XX1 11 speed with 27.5 inch wheels, I used a 28 tooth Chainring, which yielded .705 gear ratio and 18.3 gear inches--very similar. So if you moved up to 29 inches and a 12 speed, you'd use a 32 teeth chainring to get about the same gear ratio/inches--that would yield .714 gear ratio and 18.6 gear inches.

My guess is you’d get the most season round enjoyment from a plus bike that could do 27.5x3 or narrower 29 and just give up riding the muckiest days of the year for better performance most of the time. But if your climate calls for lots of very wet rides a 4+ would be the beat choice. Whichbike is quicker riding the stairs? Theclassic 26” wheel is long gone, superseded by 27.5”. Initially most eMTBs were offered with 27.5” wheels as (if correctly built with the same spokes and rim) they are stronger than the equivalent 29er wheel.
